The World Boss design is a noticeable step up

Yes, the world boss is heavily gnosis dahlia centric and counterattack kit/set centric.
Yes, it even denies dual attacks from building chain, making it dependent on 6 star chain point talisman possession, and demands fixed damage chains. It is reliant on building chains in the first half.
Yes, it also denied all priority and speed changes by always acting after four character turns, making attack/crit/crit damage sets relevant.
But, the design is very unique comprising of two body parts, consists of a drill arm and wave motion cannon, and has a dynamic stage that descends, a nice change to make it stand out from the others.
It doesn't silence skill usage in the first half, it doesn't destroy off element teams as long as you don't let it. It doesn't have complete immunity to fixed damage which is worse than capping said damage.
For the sheer step up over the previous dragon and guardian world bosses and over 2D enemy design I give it 4.8/5 stars.
