Defense Penetration Effect Clarification

Does Penetration affect monsters or only on Players? Please enlighten me :)

it does affect both the only difference is players have stats and monsters doesn't have visible stats that we can view you can simply try it by using normal attack and wearing Def pen and without it you'll see small significant amounts amount of damage increase slowly...
