[ Hero Concept ] New Mechanic: Enforce

This is a mechanic post of [ Hero Concept ] series.
ONCE per match, this skill can be casted when it's not available (With some price!).
Enforced usage does not affect cooldown.
//Not available means: On cooldown, is Silenced, or not the caster's turn
Enforce is a skill mechanic as opposed to Soulburn.
It requires strategy, is soul-free, but one-time-only.
Enforce price varies from hero to hero.
Enforce only applies to one skill of a hero.
AI will not Enforce.
S3 is ready to Enforce
After tapping the big Enforce button
More unpredictability and strategy
Enforce skills can be casted when they are not available, catching the opponent off guard.
Since Enforce cast only happens once in a match, player have to use it wisely.
Counters Silence/Increase cooldown/Belian
Provides another option to deal with these headaches.
Shows a hero's characteristic
Different heroes have different Enforce prices.
Some are acute, some are mild.
These aspects helps with hero characterisation.
Q: Why don't players just use up Enforce asap?
A: This is a rushed way to utilize Enforce.
But hero's Enforce effect is designed to have the highest value or lowest cost, only if used when the right timing/situation has come.
If used right, the price may turn into advantage!
Of course, heroes who are likely to die fast won't be designed into a slow Enforce plan :)
