Pen set only works on single target attacks so it’s useless for belian, 300 would be nice if you can achieve it with tanky stats like 2k defense and 20k Hp but you can settle for 260

For belian you want more hp and tankyness since her artifact should be elbris. And her damage is also based on HP

Pen set is for single attack. 

Having enough crit dmg is okey since she means to debuff and using injury set ( she never mean to do lots of high damage but to stay alive and counter a lot) 

I try counter set and still injury set still a better choice if you play slower 

, if faster maybe counter is okey. 

She should have all hp% on necklace, ring and boots. Or crit dmg% on necklace. 

Of course also focus on def. 

The ideal stat in my opinion is at least 25k hp with 2k def. And all other stat are offense depend on your gear

200% crit dmage or 250% crit dmg is okey for belian of course higher are better but don't forget her other stat to survive
