The only thing that can counter Rimeru / Hwayong without needed to out speed them is Stealth , but you know Stealth is op like Stene and it can be more problematic , like you did with Stene and Landy.
Hwayong and Rimeru are op because they doesn't care anything . so you need to balance them out without creating new issue .
with this buff
Luna that's already great vs poltis , Aravi ,Rem will be safe pick vs Hwayong .
Choux that's great vs Aravi will be safe pick vs Rimeru and Hwayong
and they will still get counter by old meta like Violet , Stene , Landy ,Celine., CC , pavel ,etc . ( alot )
not just like that if they get pick more Seline , Aria will get even more play.

WalpLet's be real here, there's a very easy way to deal with both of them - its called pre-ban. However the notion that AAngelica is harder to deal with is just your personal experience which can vary significantly for different players due to other factors. If we look at the recent CC tourney's statistics the participants would rather deal with AAngelica over Hwayoung as Hwayoung has almost double the pre-ban and post ban rates. This suggests the majority feel Hwayoung is harder to deal with than AAngelica.
Walpagree on that. hwa is very much controllable. i usually use soulburn on peira, or SBA, or siseria, or any stun or sleep or silence or provoke. many.
when AOLA and rimuru is very much annoying to almost every comps. since rimuru can steal buffs unit and aola can push her self, loaded with much kit, like cannot be stun, and auto cleanse with skill nullifier.
Even flidica & fcc has to take a turn to give team skill nullifier, and cannot cleanse.

Now as far as the TS complaints, outside of RTA (I don't do it so idk what works here) Rimuru can get baited by a 3* T. Royal Guard and will die to it too if he's DPS based. Krau of course, Choux, like any tanky water hero. Even if Slime Boy has attack buff you can just put Holy Symbol on Krau and 1 shot Hwa or whoever you want.
Hwa alone can be murdered by like any single target damage dealer so I'd have to assume you mean Hwa working with Peira. Well if Slime is there too Krau will 1 shot her. If not a comp of Ruele, Violet, Celine, and Rem works 90% of the time. Use Ruele to revive whatever Earth hero dies and Rem will go Demon. Too much? Ok how about Inferno Khawzu, C. Zeratu, and anyone else? Still too hard? Ok bring Christy, Emilia, 2 DPS.

i don't see how buffing luna will fix the meta. The problem with the meta is that some unit (8 disaster) are too good so they get play every single match.
I strongly disagree with a luna buff, because she is already good. She just onetap 2 unit with a single attack gauge booster (Emilia, a lots, Flan).
For rimuru the solution is unbuffable/silence/water tank so krau, aola, politis, peira.
And sincerelly going for counter meta is too much annoying, you just hoping to counter 20%/30% chance, not funny at all.
The "FIX" is a f. NERF. That's it!
And Emilia: A decent healer with A.Lots skill.
Makes the latter completely irrelevant.
