This is the 22nd original hero concept.

S1
Attack an enemy.
Inflict all debuffs, that are currently suffered by the caster, on the target for 1 turn.
Overflowing Critical Hit Chance increases Effectiveness of this skill by the same amount.
S2 CD: 4 Turns
Attack an enemy.
This skill has a fixed 50% chance to miss.
Overflowing Critical Hit Chance increases Penetration of this skill by the same amount.
S3 CD: 4 Turns
Increase Attack of the caster by 120% and decrease Defense and Speed of the caster by 60%, for 1 turn each.
Increase Combat Readiness of the caster by 100%.
This skill cannot trigger a counterattack.
Note:
There are two ways to build this hero.
1. Build Crit Rate + Crit Damage.
No stats wasted, but always face the risk of missing.
2. Build Crit Rate + Pure Attack.
Not afraid of missing, but wastes 100% crit rate.
In my opinion, this is what a balanced "One shot" hero would be like.
You have to pay the price of being strong, instead of just being broken without any drawbacks.

TC continues to demonstrate his lack of understanding of game mechanics and terminology which brings into question his ability to competently design a balanced character. SSB, Celine and Politis' S2 skills are not examples of a counter attack. A quick glance at the in game journal would reveal they are in fact extra attacks but it seems reading is a premium skill these days.

Attack skills trigger counterattacks and buffs don't trigger them anyway. So you just added an unnecessary explanation.
If you are referring to Celine's s2 that is an extra attack triggered from a passive skill and there's actually a mechanic to counter it.
The debuff is named SEAL and only Ameru has it for now.
Anyway. You don't know those things bcz you don't play the game. And come here bcz you have way too much free time.
My advice to you is to leave this community for real or to come with suggestions as long you play the game and know the mechanics.
So the idea with the S2 is that it can pen enough armour to one-shot on a miss? that's interesting
The S3 says it can't trigger a counterattack, did you mean skills like politis' S2?

Stat-wise, it will be hard to one-shot on a miss.
Because you have to spare A LOT of stats on ~200% crit rate and survival.
If you build route 1: Easy to one-shot if hit, mediocre damage if miss.
If you build route 2: Harder to one-shot, but deals decent damage even if it misses.
About S3: Yes.

Ml Zerato was made imune to it because you can't land/transfer debuffs on a miss.
S3 ignoring the counterplay to non-attack skills might be to strong, but the rest of the kit doesn't seem that oppressive, so it would depend on multipliers whether it's too strong or not.
STOVE93441763SSB S2 triggers Roana passive and is considered a counterattack.
It is fine as long as the target is made clear.
S3 is a non-attack skill.
The only counterattack it could trigger is Celine/Politis S2.

This hero's S1 is vulnerable to Blind too.
But S2 kind of ignores Evasion, Blind or Elemental Disadvantage, since it has a fixed 50% miss chance.
