Reasoning
S3
Now provides 30% extra CR and 3 turn Immunity to the team.
The former is like a pre-nerf Tieria S2, the latter is like enhanced team Immunity Set (Which frees teammates' build).
(When both sides have DJ.Basar, Auto-cast order refers to DJ.Basar's Speed order)
It counters "decrease cooldown" debuffers like C.Lilias, Cerise and Peira;
But still vulnerable to "dispell" debuffers like F.Tene, Ran and Angelic Angelica. Plus Politis and Celine.
The cost of beginning the battle with full cooldown also makes this balanced.
This is still a defensive skill.
For offense, there are a lot of better options.
S1
Added decrease cooldown to make S3 refreshes a little faster.
S2
Reverted to previous effect.

My suggestions:
S1 - 15-20% chance for it to be AoE, gives more heal which he's kinda lacking if you focus on other stats instead of attack.
S2 - Put 30% damage reduction here forever instead of S3, and invincibility for one turn at the beginning of battle. DJB has one of the lowest base health among soul weavers, and S2 needs more skill descriptions.
S3 - decrease DJB's debuff durations by 1 turn at the start of the turn when S3 is available,
If S3 already awesome then can ignore this suggestion. I did see people suggest increase his effres by 50-80% added to his S2 last year or two so you can focus on his other stats that he's lacking.

In my opinion, making heroes similar to each other is bad for the game as a whole.
So not this S3 :(
For the s3 it's too op, it should be (bastet roars, dispelling all debuffs and granting immunity for 3 turns to all allies, before increasing their Combat Readiness by 30%. At the beginning of the match increase the combat readiness of all allies by 10%)

Just add ml angelica passive, cleanse debuff and immune to 1 hit.
The problem with dj basar is his survivability even ran can 1 tap him
Now with this S3 you can save some speed and build more survivability :)

his stats are bad, the S3 had 6 turncd and after he use that skill he do nothing, his heal is pretty weak to do something and with the new characters that strip buff his inmunity is useless.
i think the best option for him is a rework

The S3 buff saves a lot of stats in total.

That's why I added reduce CD effect on S1.
Soulburn S1 could reduce cooldown multiple times at once.

Decrease duration debuffers are handled.
Extra 30% CR at game start is a big deal as well.
I think this simple tweak of S3 does more than a rework.
SwoksaaIt's not his stats are deliberately reduced.
He just has a lot of attack stat instead of Defense/hp.
NativeME used to equip double Idol Cheer to double push DJ.Basar, I don't know if this is dev's original game plan for this hero.
Why would you gut something like the extra survivability which he desperately needs due to his extremely bad base stats? If anything I would say he needs extra sticking potential to actually make use of the rest of his kit besides being a S3 one trick. Maybe make the 30% dmg reduction permanent. It being crit dmg makes it enough of a drawback already, Hwayoung is still going to have a field day with him.
Also, casting S3 at the beginning of the battle? Why? That completely negates his cleansing ability making him completely useless vs strip/debuffs, the things he is actually supposed to counter....
The thing I would advocate is the CD reduction on using S1 (though I am a little biased since I am running a counter DJB)

a. His new S3 allows his team to go first without spending too much stats on speed.
So his team can set up the defense beforehand, instead of suffer the debuff then cleanse.
To be honest, the latter doesn't work for DJB.
If he build enough ER he can't survive. If he build enough tankiness he cannot resist/ be fast enough.
b. This S3 also saves a 2-piece Immunity Set for allies.
Team members can use Health, Defense, Resistance, Hit, Penetration etc. instead.
a. and b. save a considerable amount of stats in total.
I remember you wrote similar thing under my post about djb. Here’s the problems with this idea. (Edit: i re read s1 buff and understood that its only 35% to decrease cooldown)
1. Auto 30% push at the start is stupidly op, that means you can run 240spd anyone and take first turn no matter offences or defence. (280 if enemy has politis). Which open a lot more room for stats. And this also meant that you cant choose when to use his s3. And the only way to counter that is having djb in your team, which lead to a dead spot in both teams.
2. That 35% to decrease is another rng that can proc however it want. Your opponent can proc it 2 times and now he can use it again (same for you) or dont even proc so long ass cooldown s3.

Frankly, you got a lot of things wrong.
He is vulnerable to many heroes, like I stated in the post.
And not a good option for offense.
It needs at least 3 turns to refresh S3 even it procs 35% every time.
Since S3 has a long cooldown like you said, it is not "stupidly op" because it comes with a high cost.

About politis and celine. Both of them are typical answer to non attack skills, + celine can be triggered on fire unit. Only those two are problem since enemy would get first turn and do his thing while killing your units.
And about offense/defense, djb is offense unit, but with your buff he became a both side toy.
dotaplayeThe counters you mentioned only works if you somewhat managed to get the turn after DJB's S3. But Hwayoung at 250-260 speed is quite common at higher ranks. So she is pretty much guaranteed to go next and delete one of your unit.
The same goes for Rimuru. People could switch for faster build. With 4 immunity buff, he could easily oneshot F.Tene, Ran and Peira (assuming you fight against arena AI).
Politis also not as effective since her S2 only reduces cooldown by one turn. So her debuff on S3 doesn't work. Even if you go full DPS on her, I doubt S2 + S3 combo could deal enough damage to kill units like Hwayoung or Rimuru.
Celine also will always go for Hwayoung if you use EE that target highest Attack unit and fail to kill (assuming you managed to actually hit her). Super fast Celine won't do enough damage to kill and slower more damage Celine will not get her turn.

But the devs give his imprint ER, and buffed his survivability by S3.
It's not a fixed defense/offense hero.
Nevertheless, making him usable is more important than defense/offense tendency.

Thing is, paring this buffed DJ.Basar with offensive heroes makes him useless.
You can one shot an enemy, but DJ.Basar cannot do much either.
It becomes similar to a 3v3.
But when paired with defensive heroes, DJ.Basar's team healing and Immunity make sense.
After a few turns, he can full cleanse again.
P.S. Politis halves CR gain. Don't use highest atk EE on Celine.
