So.. after lurking at the wiki, I think I know who will hard counter cerise even after her buff and even if she using her buffed arti.

It's no other than her husbando:

Pavel.

Cerise base speed at 6* awakened 122

Pavel on the other hand 124.

If pavel wear gear with same stat as cerise and the rng not f him, he will always out speed her.

The problem with how she cannot be target when using buffed guiding light is also solvable with pavel kit.

Pavel s2 will attack all enemies, thus ended cerise stealth.

with sb he will gain extra turn and can kill cerise using S3+atk buff from S2.

imo this is the most consistent way to kill her.

the problem now is this:

when is pavel next banner? XD

Pavel is a DPS so he will need Attack, Crit Chance and Crit Damage beside speed. Meanwhile, Cerise is a debuffer that only need effectiveness. Hence, it is easy to build Cerise at 280+ speed. Pavel at same speed will either become too weak to kill or misses crit.

A.Cidd and A.Coli is still better to stop Cerise since both have higher base speed and can either silence or stun without needing to land a kill.
