I tried equipping this art to Yuna and Sealona. The arts have 9.8 and 8.4. Does it mean my team’s dual attack chance is 18.2 in total or the lesser level will have no effect?

should be combined. they will tell you when an artifact skill doesnt stack with something else

your team has an innate 5%x3 chance to dual attack. when Yuna attacks, it will be 14.8%x3 chance to get a dual attack. When Seallona attacks, it will be 13.4%x3 chance to get a dual attack. the other two heroes on your team will still be 5%x3 unless they have gears or arts to change that.
