Edit Solved: Turned off Battery Optimization. 

When im looking at the same screen for about 4seconds, fps will just drop tremendously and wont go back up until i do something. For Examble at the Heart of Orbis if you watch the brown circle going round and round in a few seconds youll notice it start lagging.....
