Does rarity or level matter?
If I get a Red lvl 25 helmet and a lvl 60 blue helmet.
Does the red offer better stats while blue is less
What about level is it requirement?

Rarity = # of stats, so a Rare(blue) will have 2 stats already rolled, a heroic(purple)3, Epic(red) 4.
Higher lvl equip will have a higher % or flat. So the Rare 60 will be stronger/better.
No lvl requirement any unit can use anything and everything of any set or lvl.
When Enhancing every +3 will increase a random sub stat, if you are missing a sub stat making it +3 will reveal the 3rd or 4th sub stat depending on the item rarity.
Take a quick look on youtube or just grab a piece of item and +3 to see it for yourself, it only takes another 3 pieces to +3.
Lvl 60 blue will still be be better then 25 red, especially on weapon, accessory and boots. Higher % value on stats.
No requirements to wear. Even lvl 1 hero can wear lvl 85 gear.
