It will be very tempting to spend them on the 4-5 Star Hero Summon Ticket, however, the major thing to focus on if you want to get as many heroes as you can quickly is the 5 Galaxy Bookmarks.

Covenant heroes are summoned through the Hero Summon Ticket and are summoned in most other means. Thus, they are a lot easier to obtain.
Moonlight Heroes are a lot more difficult to obtain, having a way lower summon chance from normal summons and are only a guarantee from the Moonlight Summon. So, it's generally best to spend your Gold Transmit Stones to get Galaxy Bookmarks, as that's the resource to you can use in the Moonlight Summon.
