guild with 19 members can join guildwar how? the rule is 20+ to join

found this guild on friday guildwar, 27/02/26 and noticed that they only have 19 members, how did they can join guildwar? i'm so sure about the rule we need at least 20 members for guild to join guildwar
how is this possible? bug or cheat? and what sg will do with this?
