Immunity makes your heroes... immune to debuffs. Effectiveness doesn't matter. The reason other heroes do still land buffs even when the opponent has immunity is because they first remove the immunity, then apply the debuffs. Genesis Ras doesn't remove immunity, therefore he does not debuff them. Immunity is not infinite effect resistance. Immunity is exactly what it says. Immunity to debuffs. Remove immunity, then you can land debuffs. 

You kinda need to be more descriptive on what occurred. Who was he trying to land the soul burn on and such.

If the target has immunity buff. No debuffs can be applied until the buff is gone.

If it was Bystander Hwayoung, she just is immune to debuffs unless it was golden like Lady of the Scales or Rinak's skills if I recall. Soul burning does nothing to her. Only other thing that I can remember that work are skill cool downs and Combat Readiness manipulation.

If it wasn't Bystander Hwayoung then. the others you mentioned had the ability to remove buffs within the soul burned skill. Genesis Ras doesn't remove any buffs before applying his debuffs.
