This popularity vote is so mess up and miss a lot of base hero.

after 7 years we finally have first popularity vote but some how you can vote more than 1 hero and half of base RGB heroes are missing .

what the point of " POPULARITY VOTE " then

I agree. They hate on Yuna and forced Celine and Lilias, buffed them and their ml versions countless times.

Even in 2025 they released two heroes to synergize with ml Lilias who's released 4 years ago.

There is most likely something personal involved.

Event Details tab for Popularity Vote from the 7th Anni page (below Title) states a survey was performed in February 2025, from which they based the current selection

"This popularity poll features a total of 123 pre-selected Hero candidates.

The candidates were chosen based on the results of the survey conducted in February 2025, including Heroes who received many votes as well as newly released Heroes.
Limited Heroes and Specialty Change Heroes have been grouped under their original Covenant Hero counterpart. e.g., Iseria and Summertime Iseria, Flan and Afternoon Soak Flan are respectively grouped as "Iseria" and "Flan".
Moonlight Heroes are considered separate from Covenant Heroes and are listed as individual candidates. e.g., Iseria and Briar Witch Iseria, Flan and Pirate Captain Flan are each listed separately."

Implied heroes not in pool did not make the cut based on prior player feedback. I.e., not popular enough with the February 2025 survey respondents. >1 vote is standard, no?
