If you received your first Belian outside of normal summonings, examples include, exchanges, selector tickets, head hunts, or the coin shop, basically anything outside of random RNG does not count.

If you received her from outside of the RNG methods it does not count towards a summon of said hero which makes your second one your true first summon of Belian.
