Elemental Summoning [5]
I have elemental summons of earth and water that I can't use, I got them in some boxes I had in the inventory that gave me the choice between earth, ice and fire, I have two earth summons that I can't use and I had 4 ice summons that I couldn't use and they disappeared after using a summon that I had obtained in the guild event.
They appear as if I could use it, but when I summon them, it tells me I don't have one and sends me to buy it from the guild. In fact, I bought an ice summon that I had from the guild, but it wouldn't let me use it.

This is not nuclear science, even screenshot provided by you tells you that
The element bookmarks are in the same boat as Covenant and Galaxy bookmarks. You need 5 in order to do a single summon. So for your screen shot you are missing 3 more in order to do a single summon.
This astute observer will also one day complain about balance.
