Can't Recruit Tamarine from connections due to a bug

When I try to purchase the Bittersweet Dessert Festival to complete the Tamarinne connection quest, I get a error message saying "buy_substory_dlc.already_buy"

So I'm stuck with 80% of it done with no way to complete it. Please fix thank you
