I don't see the point except, as always, making the grind more annoying. If we want to run Ogre Armory we already have to spend energy, that should be gating enough and it should be our choice. It's not like you can get broken gear from that, I don't think you will see people getting an unfair advantage in PvP by farming that so if that's not an issue then there is no valid reason to limit it like that.
