it just like base color+shadow tone.
you will see
decorations/accessories at front hair of Top Model Luluka is all base color without any shadow or hi-light. but at the neck or skirt of D.Lilibet have both hi-light and shadow.
it like unfinished work.

It looks like a half-finished artwork, with only lines and very simple coloring & shading.
They used to render an image of Angelica from a clip to fit the quality standard, now they straight up release something like this :(

It seems like a style that use in anime, only main shader added.
I don't think it's that hard for pro artist to add all highlight like how they did with other CG. So I think they want to use this style for Runaway fighting story. I maybe wrong anyway...
PS. I never know Bat Cat's outfit is this sexy until I see this one
