Depends on what the opponent is. If there is Abyssal Yufine (Dark/Knight) or Politis (Fire/Mage) both have a passive the reduces Combat Readiness gain by 50% and from what I recall if both are together then you won't move at all through combat readiness.

Also where did you place Zio on the team? Requiem Roana only gains CR if the very front hero takes a turn. 

You probably were using her against enemy teams that have Poli and/or aYufine, since they reduce CR push by 50%.

My rroana works just fine.
