Harsetti is very versatile in the ways you can build her.

To start off you can build her with speed or without speed. The advantage of a speed build is that you can tune your team to go in an exact order to let heroes combo into each other, on a non speed build that order would be random.

An example would be the current popular team with Benevolent Romann and Blood Blade Karin where you can tune Harsetti to go first, then Romann and BBK right after to swing in with an attack on all enemies while they are defense broken resulting in devastating damage.

The advantages of a slow build are the following:

You completly negate all of the enemies speed stats, you will always go first (unless there is Zio or another Harsetti on the enemy team). That means you can focus your builds on all stats besides speed for your whole team, giving you a huge stat advantage over the enemy. Inherently slow build heroes benefit immensely from this.

Example for some slow build units that work well: Empyrean Ilynav(slow, tanky, combat readiness pushes), Navy Captain Landy(slow, CR pushes with counterset+elbris)

The slow builds are significantly more used as it shuts your opponent down no matter what, fast builds are more for the experts, so if you cannot decide go with a slow build.

Next point in her build are the equipment sets and stats to focus on:

As mentioned in the beginning you have many possibilities here, as there is not 1 best build. You can focus on damage with destruction set, you can focus on effectiveness debuffing your opponent, you can tank with high defense and health or you can use injury set to catch your opponent off guard.

As you can see Destruction+Health is the by far most used combination of sets. People usually just put crit damage and health(her damage scales with HP)on their Harsetti and call it a day.

As an example build I put Guguril's Harsetti who uses protection set and utilizes high effectiveness to land a lot of debuffs with Magic Bubble Maker as the artifact for even more debuffs.

On that note the most used artifacts:

Abyssal Crown is the most common, Magic Bubble Maker is also very good, the reason less people use it is probably because it is limited and was just released so people have a lot less copies of it. I recommend one of those two.

So in summary Harsetti can disrupt your enemies speed and put a lot of debuffs on them allowing your slow and tanky teammates to overwhelm the enemy with superior stats, but what can you do to fight Harsetti?

Probably the best unit against Harsetti is Roana. 

The reason being Harsetti will follow up her Skill1 with an extra attack targeting all units which triggers Roana's passive ability resulting in a huge heal for your team.

This is an example of a team to fight vs. Harsetti:

Roana to negate almost all of Harsetti's damage, Destina to cleanse the debuffs(A CR push artifact like Eternus allows your cleanser to go after the second enemy), Last Rider Krau to negate damage with Aurius and provide a shield against multiple target attacks and Urban Shadow Choux as your damage dealer to defeat the enemies through injury stacking.

If you want to go fast and "cleave" the enemy Zio is your only option. He is paired with Requiem Roana who will go second followed up by e.g. Summerside Iseria who CR pushes the team and as 4th unit Blood Blade Karin can nuke everything down.
