Why OB Luluca doesn't trigger her s2 after using s3

Zio s3 on Lilias -> NM Luna s3 -> OB Luluca s3 ( She resists 2 debuffs and is full focus now) -> triggers Lilias s2 and go straight to BR Iseria turn. How? Did i miss anything ?

Hmm normally her S2 procs when both of the following occur. 1 having full focus and 2 using either S1 or S3 when at full focus.
