Add mechanics to counter CR push

So far every other effects in the game can be countered with immunity, unable to be buffed, extinction, dispel etc. Even raw damage has skill nullifier as a small counter and evasion can be countered by target. Why not CR boost? Maybe add a hero that counterattacks the whole team with a chance to negate the CR push effect when such skills are used? Or an artifact that reduces the effects of all CR manipulation by half when maxed?
