“Guaranteed” Tiphera gave Haru instead

Used up all my crystals to get Tiphera because I thought it was a guarantee but got Haru instead.. why isn’t it if that’s what it says..?

It does explicitly says how the banner works, It was you who didnt read the probability info at the rescue screen
