It seems that cursed shackles is not working as intended, using any attack card after karmic flames does not stack will-o-wisp and the only way to get will-o-wisp is from unique epiphany tsukiyomi [2 will-o-wisp every chizuru attack card used] and unique epiphany oni hunt [3 will-o-wisp every turn].
