Identification Signal Duplication: Unable to Skip Selection (bugged?)

I'm unsure if this is an intended feature or a bug, but when you have this upgrade which allows you to choose which character you'd like to try and duplicate a card from, you will be unable to skip the selection if you don't like the options.

You can normally skip the selection if you don't like the options without this upgrade so it seems odd that, if intended, it doesn't explain that it will lock you into a choice in the Zero System upgrade. That's why I believe this to be a bug and hopefully it will be adjusted.
