Favorite combatant in Unigram did not show up in outing area (excursion) [1]

"When a combatant is marked as a Favorite in Unigram, they will now appear in available outing areas after 18:00 (UTC+0) each day."
On the day of the update patch, I added Sereniel, Chizuru, and Selena as my favorite combatants in the Unigram.
On the next day I believe, I changed Selena to Mei Lin (because I just got here, pulling from standard banner) as a favorite.
Today, about 5 days after the update patch, I noticed Sereniel doesn't show up in any outing areas. I didn't have any issues before today.
In the Research Facility, the bottom line of upgrades are all unlocked except for the last one (increase number of agents who appear for excursions to 20), so all outing areas should be unlocked.
For more info, no one is in deep trauma (Epione Center is empty).

And today Mei Lin didn't show up in any outing area for excursion, even though she's my third Favorite in the Unigram
