Sereniel Pale shooting star doesn't proc all homing laser effects

I have 4 copies of homing laser with 4 agony on the target and 1 mark. When i use pale shooting star, the target gets only one stack of 4 agony and 1 mark even when the skill activates more than 1 of my homing laser with the agony on the target and mark. That doesn't seem to work correctly ... Furthemore, effects are apply only after all hits, i think effect like mark or vulnerabilty should be apply after each it ...
