Cassius's quest (upgrade card)

I encountered this during the run with Mika-Cassius-Mei Lin (Combatant stimulation)!

I used Cassius's upgrade card for quest, obtain the quest, and then finish it. But here lies the problem ! If I used any card with [finale] or ended my turn immaturely, Cassius's quest won't active/cancel the next quest (basically not generating quest), just because I couldn't use his quest card. There's no description about that either in his card.

I got throw-off guard a couple of times because of this.
