Change neutral card tiers and make their base faint score scale from 5-20.
I think part of the issue with neutral balance atm is that they are all treated like equal value when they aren't. A card like Confiscation that is draw 1, move 1 is absolutely worth 20 faint while a card like hyper regeneration (base) might not even be worth it if its 0 faint—however, it would incentivize it a lot more to use cards like hyper regen if card tiers (common, rare, legendary) (and add more tiers imo) had different BASE faint scores (epiphanies and divine epiphanies would stay the same). For this change, they should also change the tiers of some cards (moving quick shelling and rally to rare or legendary for ex), but this change would either be neutral or strictly beneficial for players (keeping the current cap of card tiers as legendary so no existing save data would suddenly be overcap, only some save datas would now be lower in faint.
For example,
Card Tiers: (Basic, Common, Rare, Legendary)
Basic: 5-cost base (cards like hyper regeneration that have mostly a downside at base or have effects not active outside of chaos)
Common: 10-cost base (cards like pulverize that are good but often hard to justify for the faint they take up especially since epiphanies make them take up even more)
Rare: 15-cost base (cards like wanderer which are strong in certain situations but not ‘free’ or universal like legendary options)
Legendary: 20-cost base (cards like quick shelling, rally, precision aim, confisc, etc that have positive draw or ap interactions that make them strictly beneficial, universal, and almost always worth the faint if you can afford it)
& in the future they could even add stuff like a 'mythic' tier cards that are 25-30 cost base.
The point is, this would make it so neutral cards in the future and existing cards that aren't as good at base aren't treated as the same value as cards that are good, and open up possibilities for more to be used without them taking up half your save data (like hyper regeneration with AP or draw divine turning it into a card similar to legendary tier base and therefore taking up approximately the same save data value).
Obviously, there are bigger priorities but this is a change that would completely breathe new life into deckbuilding without destroying what has already been built.
