[Bug] Coming out of Breakdown blocks you from using cards [2]
Mostly when you come out of a break down, the cards of the character says you aren't meeting the card conditions. So you are not able to play them until you end the turn. Next turn it's normal again.
Been happening since the big update for Forbidden Catalyst.

I have this issue too, the only cards that can be used are Heaven and combo, when playing other Combatant cards. Sometimes using Ego skill of affected party member fixes it, but it is still seems like a bug rather than feature
Yea, had the same problem and I'm unsure if it's a bug or a new feature.
